THIS FOLLOW-ON HAS BEEN DESIGNATED AS THE NEXT GENERATION RELAY PAYLOAD. THE NEXT GENERATION RELAY PAYLOAD WILL FLY ABOARD A SEPARATE SPACECRAFT THAT IS BEING SOLICITED IN ANOTHER RFI. IT WILL FLY IN GEOSYNCHRONOUS ORBIT AT A LONGITUDE CLOSE TO THAT OF THE SPACE NETWORK SN NASA WHITE SANDS COMPLEX WSC. NEXT GENERATION RELAY PAYLOAD IS A CATEGORY 1 CLASS C PROGRAM PER NPR 8705.4 WITH A 5 YEAR DESIGN LIFE. THE BASIC CONCEPT OF OPERATIONS IS SHOWN IN FIGURE 1. IT WILL ACT AS AN OPTICAL RELAY SATELLITE FOR LOW EARTH ORBIT LEO OPTICAL-CAPABLE SPACECRAFT. IT WILL ALSO HAVE GEO GEO OPTICAL CAPABILITY TO PROVIDE CROSSLINKS TO OTHER OPTICAL RELAY SPACECRAFT THAT WILL BE LAUNCHED AS FOLLOW ON SPACECRAFT. THE NEXT GENERATION RELAY PAYLOAD IS AN OPERATIONAL SYSTEM NOT A DEMONSTRATION. THE GOAL IS A PAYLOAD THAT CAN BE FLOWN AS EITHER A HOSTED PAYLOAD RIDESHARE LAUNCH OR STANDALONE LAUNCH. DESIGN SELECTIONS MADE FOR THE NEXT GENERATION RELAY WILL IMPACT DESIGN OF A FUTURE USER OPTICAL COMMUNICATIONS TERMINALS. IN ORDER TO ASSURE THE SUCCESS OF THE NEXT GENERATION RELAY DEVELOPMENT GSFC REQUIRES SYSTEMS ENGINEERING OPERATIONS AND TECHNICAL MANAGEMENT SUPPORT STAFF FROM THE AEROSPACE CORPORATION AS WELL AS SPECIALIZED ENGINEERING SUPPORT SERVICES FOR TECHNICAL AND SCIENCE DEVELOPMENTS IN SUPPORT OF INSTRUMENT AND BUS PROCUREMENT INTEGRATION TESTING AND ANOMALY INVESTIGATION ACTIVITIES. AEROSPACE SHALL PROVIDE THE FOLLOWING SUPPORT TO THE NEXT GENERATION RELAY FLIGHT PROJECT AS DESCRIBED BELOW PAYLOAD SPACECRAFT SYSTEMS MANAGEMENT AEROSPACE SHALL PROVIDE PAYLOAD/SPACECRAFT SYSTEMS MANAGEMENT SERVICES TO THE NEXT GENERATION RELAY FLIGHT PROJECT. THE AEROSPACE CORPORATION WILL PERFORM A COMPREHENSIVE ASSESSMENT OF THE RADIO FREQUENCY (RF) ENVIRONMENT OF SELECTED UNITED STATES (U.S) NAVAL SITES IDENTIFIED IN THE DEPARTMENT OF DEFENSE (DOD) TRANSITION PLAN FROM BOTH A POTENTIAL FOR RADIO FREQUENCY INTERFERENCE (RFI) PERSPECTIVE AND FROM AN OPERATIONAL PERSPECTIVE TO EXAMINE POSSIBILITIES FOR REDUCING OR MITIGATING RADIO FREQUENCY INTERFERENCE (RFI). THE AEROSPACE CORPORATION WILL PERFORM AN ASSESSMENT OF THE PHYSICAL CHARACTERISTICS OF THE SELECTED SITES AND THE ASSOCIATED ANTENNAS AND THE POTENTIAL IMPACTS TO THE OPERATIONAL ENVIRONMENT FROM THE REALLOCATION OF THE 1695-1710 MEGAHERTZ BAND AND SHARING WITH THE LONG TERM EVOLUTION (LTE) WIRELESS CARRIERS. THE STUDY SHALL ADDRESS POTENTIAL METHODS FOR MITIGATING RADIO FREQUENCY INTERFERENCE (RFI) AND THE IMPLEMENTATION OF TECHNICAL SOLUTIONS, FOR EXAMPLE, HARDWARE AND/OR SOFTWARE SOLUTIONS. ADDITIONALLY, THE STUDY SHALL EVALUATE THE PROPOSED METHOD FOR MONITORING AS BEING DEVELOPED BY THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA) FOR UNWANTED RADIO FREQUENCY INTERFERENCE, AND PROVIDE RECOMMENDATIONS AS TO ITS UTILITY FOR THE UNITED STATES (U.S.) NAVY AND MARINE CORPS SITES AS WELL AS PROVIDING A ROUGH ORDER OF MAGNITUDE COST FOR SAID SYSTEM BY SITE IF REQUESTED. THE AEROSPACE CORPORATION WILL PERFORM A COMPREHENSIVE STUDY OF ALL ASPECTS THAT EFFECT THE SUCCESSFUL CONTINUED OPERATION OF THE DOWNLINKS IN 1695-1710 MEGAHERTZ BAND AS A RESULT OF SPECTRUM SHARING WITH WIRELESS CARRIERS AND RECOMMEND ACTION TO ADDRESS POTENTIAL RADIO FREQUENCY INTERFERENCE (RFI) MITIGATION AND THE IMPLEMENTATION OF A MONITORING CAPABILITY THAT WILL AUGMENT THE AWS-3 AUCTION COORDINATION GUIDELINES. THE AEROSPACE CORPORATION WILL COMPILE ALL INFORMATION INTO A FINAL REPORT FOR THE UNITED STATES (U.S.) NAVY PROGRAM MANAGER RESPONSIBLE FOR ADDRESSING ISSUES WITH THE AWS-3 SPECTRUM SHARING SCENARIOS, AND DELIVERED AS AN AEROSPACE TECHNICAL OPERATIONS REPORT (TOR).

THE CONTRACTOR SHALL SUBMIT A LIST ENUMERATING THE REVIEWER ASSIGNED TO EACH PROPOSAL AND A BRIEF RATIONALE FOR THE ASSIGNMENT. THE CONTRACTOR REVIEWERS SHALL PERFORM AN OBJECTIVE REVIEW OF THE ASSIGNED PROPOSALS. REVIEWERS ASSIGNED SHOULD BE AVAILABLE TO SUPPORT THE SCHEDULED DUE DATES AND SHOULD HAVE SUFFICIENT QUALIFICATIONS TO COMPLETE EACH ASSIGNED REVIEW. INDIVIDUALS MAY REVIEW MULTIPLE PROPOSALS, AS APPROPRIATE. THE CONTRACTOR REVIEWERS SHALL PERFORM AN OBJECTIVE REVIEW OF THE ASSIGNED PROPOSALS. IDENTIFY RELEVANT BULLET-STYLE NOTES ON THE PROPOSAL S RELEVANCE TO NASA S OBJECTIVES, INTRINSIC MERIT, AND COST REALISM AND REASONABLENESS. RESPOND TO QUESTIONS FROM THE GOVERNMENT TO CLARIFY THE RESULTS OF THEIR REVIEW UNTIL THE END OF THE TASK. THE CONTRACTOR SHALL MANAGE THE WORK TO COMPLETE THE PROPOSAL REVIEW PROCESS, INCLUDING ENTRY OF RESULTS, WITHIN AN AVERAGE OF FOUR HOURS ON EACH PROPOSAL. NO TRAVEL IS AUTHORIZED FOR THIS WORK. THE CONTRACTOR SHALL PROVIDE ALL USUAL REPORTS REQUIRED BY THE CONTRACT, I.E., NF 533. THE CONTRACTOR SHALL PROVIDE UP TO 140 PROPOSAL REVIEWS DOCUMENTED IN THE EBOOKS SYSTEM.
